32. The Council shall hold not fewer than four regular meetings per calendar year.
It shall fix the days on which the meetings are held and the time at which they begin.

At the beginning of each year, the secretary of the Community shall have a notice published in a newspaper circulated in the territory of the Community indicating the places where and days on which the regular meetings will be held during the year and the time at which they will begin.

32. The regular meetings of the Council shall be held at least every three months. The date of each of such meetings shall be fixed by the Council and the notice of convocation shall mention that it is for a regular meeting.
At a regular meeting of the Council, any member, provided he has notified the secretary of the Community in writing thereof within the prescribed delay in order to have such secretary enter such matter on the agenda paper, may make a motion that the executive committee report to the Council on any matter within the Council’s competence; such member may then state the reasons in support of his motion, and if such motion is seconded, any other member of the Council shall have the same right to speak upon such motion; if such motion is passed by the Council, the executive committee shall report to the Council at the next regular meeting.
