Full text
152. Any transfer of appropriations within the budget requires the approval of the Council.

152. The executive committee may transfer from one division to another of the same department the appropriations attributed to any of them in the budget upon the recommendation of the head of such department.
Any other transfer of funds shall require the approval of the Council.
