15. (Repealed).

15. Unless otherwise provided, every by-law or resolution of the board of directors of the Transit Commission that must be submitted to the Council for approval or authorization must be forwarded to the executive committee. The latter shall submit such by-law or resolution to the Council, along with its recommendations, if any.
The same rule applies for every document of the Transit Commission sent to the Council.
