14. The executive committee shall prepare and submit to the Council:

(a)  every application for the appropriation of the proceeds of loans or for any other credit required;

(b)  every application for a transfer of funds or credits already voted;

(c)  every report recommending the granting of franchises and privileges;

(d)  every report concerning the exchange or rental by emphyteutic lease of an immoveable belonging to the Community and in addition the rental of its moveable and immoveable property, when the term of the lease exceeds one year;

(e)  every other application the object whereof has not been declared to be within the exclusive competence of the executive committee;

(f)  every plan of classification of functions and of the salaries attached thereto.
