51. The Council may make by-laws respecting its administration and internal management.
The by-laws may, in particular, prescribe the length and time of the question period at meetings of the Council, and the procedure to be followed to put a question.

51. The meetings of the Council shall be open to the public.
The quorum at sittings of the Council shall consist of the majority of the members, including at least one-third of the representatives of the City of Montréal and at least one-third of the representatives of the other municipalities in the territory of the Community.
