214. (Repealed).

214. Notwithstanding section 213, funds shall not be transferred within the budget of the Security Council except upon its own initiative, and funds shall not be transferred within the budget of the Police Department without the agreement of the Security Council.
A transfer of funds contemplated in the first paragraph must be approved by the Council, which may, by by-law, delegate to the executive committee the approval of any transfer of funds within the amount fixed by the by-law.
