197. Subject to this Act, the head is in charge of the management of the police department and the organization and conduct of its police operations.

197. The director shall prepare the annual budget of the Police Department and submit it for analysis to the Security Council before 1 September each year.
He is responsible for management of the budget of the department under the supervision of the Security Council.
