185. The Community may, by by-law, upon a report of the Security Council:
(1)  prescribe that one copy of every mutual aid agreement among the municipalities in its territory respecting fires must be deposited with the Security Council;
(2)  authorize the Security Council and the person appointed by the Community upon a report by the Security Council as fire chief of the Community, in cases of urgency where it is deemed necessary for the security of persons or property in a municipality, to give to the firemen of any municipality the order to do whatever the Security Council or the fire chief of the Community deems necessary under the circumstances. Such by-law must prescribe that in such case the Security Council or the fire chief of the Community shall first call upon the firemen of the municipalities which have a mutual aid agreement with the municipality where the services of such persons are required, and shall not call upon the firemen of another municipality except in cases where such decision is deemed indispensable for the protection of persons and property under the abovementioned circumstances;
(3)  establish and amend tariffs for payment of a reasonable compensation, by the municipality in which the services contemplated in paragraph 2 are rendered, to the municipality whose employees have rendered such services.
Such tariffs shall come into force upon approval by the Commission municipale du Québec and shall only apply where there is no agreement among the municipalities to settle such matter;
(4)  establish an integrated communications network between the various fire departments of the municipalities, either separately or jointly with the communications network of the police departments, and prescribe what communications equipment is to be used by the fire departments of the municipalities;
(5)  acquire, maintain and make available to the municipalities such special equipment and services as the Security Council may recommend for fighting fires and other disasters.
