105. Subject to section 193, if the head of a department is absent or is unable or refuses to act, or the office of department head is vacant, the executive committee may appoint a temporary head to the department.

105. Subject to section 193, if the head of a department is absent or incapacitated or refuses to act, or the office of department head is vacant, the executive committee may appoint a temporary head to the department.

105. Where a head of a department is unable to act or the position is vacant, the executive committee may appoint a temporary head of a department for a maximum period of 90 days which may be renewed for another period not exceeding 90 days.
