95. Before making, amending or repealing a by-law respecting its development plan the Community must:
(1)  publish in a French language daily newspaper and in an English language daily newspaper circulating in its territory a notice stating generally the nature of the measure which it proposes to make and inviting the persons concerned to present themselves before it on a date to be fixed by it which shall not be earlier than fifteen clear days after the date of such publication, to make to it such representations as the persons concerned deem proper;
(2)  hold, on the date and at the time and place mentioned in the notice, through a commission established by it, a public hearing which it shall adjourn as often as necessary, to hear the representations of the persons concerned.
