83.6. The Community shall submit to the Minister the draft turn-key contract it has negotiated following the convention.
If the Minister gives his approval, the Community may make the contract, which requires no other approval.

83.6. The Community shall submit to the Ministers the draft turn-key contract it has negotiated following the convention.
Where the draft contract provides for long-term financing of the facilities by the contracting partner, the financing must be submitted to the Commission municipale du Québec.
If the Ministers and, as the case may be, the Commission municipale du Québec give their approval, the Community may make the contract, which requires no other approval.
