255. The Commission municipale du Québec shall publish in a daily French language newspaper and in a daily English language newspaper circulating in the territory of the Community a notice of at least fifteen clear days of the date and time when and place where it will hold a public hearing on the by-law, inviting the municipalities and any interested person to appear before the Commission and make their representations to it.
