243. As long as any municipality in the territory of the Community is subject to the control of the Commission municipale du Québec under Divisions VI, VII or VIII of the Act respecting the Commission municipale (chapter C-35), section 22 shall not apply to such municipality as regards the appointment of its delegates; in such case, the Minister shall appoint and replace such delegates and they need not be members of the council of such municipality.
