211. The majority of the members of the Corporation including the chairman and general manager shall constitute a quorum; decisions shall be taken by the majority of the members present.

211. The majority of the members of the Corporation including the chairman and general manager shall constitute a quorum; decisions shall be taken by the majority of the members present. The chairman of the Council shall be entitled to attend meetings of the Corporation, but without the right to vote.
