206. In the case of inability to act of the chairman and general manager by reason of absence or illness, he shall be replaced by the vice-chairman; whenever another member is so unable to act, he may be replaced by a person appointed to exercise his functions while he is unable to act; such person shall be appointed by the Government and he shall be entitled to the expense allowance fixed under the fifth paragraph of section 204.
