102. From the date of the coming into force of the by-law contemplated in section 91, the Community shall exercise, with regard to the municipalities of its territory, the powers conferred upon the Minister or the Commission municipale by paragraph 1 of section 415 of the Cities and Towns Act (chapter C-19).
