101. (Repealed).

101. From the date of the coming into force of the by-law contemplated in section 91, no registration of a division plan or subdivision plan under article 2175 of the Civil Code may be made without the production of the certificate contemplated in the second paragraph of section 100.
Moreover, any loan by-law of a municipality respecting the carrying out of public works must, when submitted for approval to the Minister and the Commission municipale du Québec, be accompanied with the certificate contemplated in the second paragraph of section 100.
