9. Subject to the Act respecting the lands in the domain of the State (chapter T-8.1), the owner of a mining operation where employees are living on lands under his control must allow any representative of an association of employees holding a permit issued by the Tribunal in accordance with the regulations made for such purpose under section 138 to have access to such lands.
The operator of such an operation must supply such representative with food and shelter at the current price for employees.
