250. Pound-keepers are bound to provide animals impounded under their charge, with proper food in sufficient quantities, and to take proper care of them.

250. Pound-keepers are bound to provide animals impounded under their charge, with proper food in sufficient quantities, and to take proper care of them, under penalty of a fine of not more than $1 for each day during which they neglect so to do, without prejudice to all damages occasioned by such neglect.
Such fine belongs to the owner of the animal, and is recoverable by him only.
