44. No order may refuse to issue a permit on the ground that the applicant is not a Canadian citizen, if he has been legally admitted to Canada as a permanent resident.

44. Except for the Corporation professionnelle des avocats du Québec, the Corporation professionnelle des notaires du Québec and the Corporation professionnelle des arpenteurs-géomètres du Québec, a corporation may not refuse to issue a permit to a person for the sole reason that such person is not a Canadian citizen if he was legally admitted to Canada as a permanent resident, if he undertakes to request Canadian citizenship as soon as possible under the Citizenship Act (Revised Statutes of Canada, 1985, chapter C-29), and if he is domiciled in Québec.
