45. Where the owner of a road vehicle does not meet the requirement imposed by section 84 of the Automobile Insurance Act (chapter A-25) concerning liability insurance, the Régie shall withdraw the registration certificate and registration plate corresponding to that vehicle, or cause them to be withdrawn, until that person has complied with that section.
