379. At the end of the second day of registration, the by-law shall be deemed to have been approved by the persons qualified to vote, unless the number of registered persons is:
(a)  not less than the majority, if the number of persons qualified to vote is 25 or less;
(b)  not less than 13, plus 10% of the number of the persons qualified to vote in excess of the first 25, when the number of such persons is more than 25;
(c)  not less than 500 if the number of persons qualified to vote is 5 000 or over.
