151. Between the 1st of September and the date of publication of the notice of the election, the returning officer, by a commission under his hand and in form 5, shall appoint an election clerk; if the latter refuses or is unable to perform the duties of such appointment, resigns his office or dies before the election, the returning officer may appoint another, in the same manner, and replace him in his turn, in the event of a similar circumstance, at any time before the end of the election.
