70. The commission may make by-laws for its internal management.

70. Any organization dedicated to the defence of human rights and freedoms or to the welfare of a group of persons, which has reason to believe that a violation of any of the rights contemplated in section 69 has been committed may also, in writing, request an investigation in the name of another, provided the person on whose behalf the request is made has given his consent in writing.
However, if the request is made on behalf of a person contemplated in section 48, such organization may act without the consent of such person.
