83. Applications for review shall be filed with a review committee consisting of three members appointed by the Government after consultation with the most representative associations or organizations of parents, teachers, school boards, school administrators and socio-economic groups.
The Government shall appoint a substitute member to act whenever a member is absent or unable to act.

83. An appeals committee is established to hear appeals provided for in section 82. The decisions of this committee are final.
