182. The Office shall not, under this division, issue an order for a failure to comply with
(1)  the provisions of Chapter V of Title II, other than those of sections 150 and 151.1; or
(2)  the provisions of sections 78.1 to 78.3 and 176.
Nor shall the Office issue an order in the cases referred to in section 184 against an agency of the civil administration to which the language policy of the State applies or against a member of that agency’s personnel.

182. Except in the case of a contravention of section 78.1, an investigation commissioner who, after an inquiry, considers that this Act or the regulations hereunder have been contravened may put the alleged offender in default to conform within a given time.
When the investigation commissioner considers that section 78.1 has been contravened or that a contravention referred to in the first paragraph has continued beyond the given time, he shall forward the record to the Attorney General for his consideration and, if necessary, institution by him of appropriate penal proceedings.

182. When, after an inquiry, an investigation commissioner considers that this act or the regulations hereunder have been contravened, he may put the alleged offender in default to conform within a given delay.
If the investigation commissioner considers that the offence has continued beyond such delay, he shall forward the record to the Attorney General for his consideration and, if necessary, institution by him of appropriate penal proceedings.
