95. The decisions of the Committee shall be taken by the majority vote of the members, but expressed without mention of dissent. They shall also give the reasons on which they are based and shall be signed by a majority of the members who have heard the complaint; they shall indicate, where applicable, the information or documents which are banned from publication or distribution.
