7. A vacancy on the board is filled in accordance with the rules of appointment governing the appointment of the member to be replaced.
Absence from the number of board meetings determined in the by-laws made under section 13.6 constitutes a vacancy.

7. The chair shall preside at meetings of the board and be responsible for the administration and direction of Bibliothèque et Archives nationales within the scope of its by-laws and policies.
The functions of the chair shall be exercised on a full-time basis.
